How Section 8 and public housing work

HUD funds two main rental programs, and both are run by local housing authorities: public housing, apartments the agency owns, and the Housing Choice Voucher program (Section 8), which pays part of the rent of a home you choose from a private landlord. In both, you usually pay about 30% of your adjusted income. Across the country HUD counts 2,830,101 vouchers and 900,544 public housing units.

To get help you apply directly at an agency. Most keep waiting lists because demand is higher than funding, and many open them only a few days a year. Being under the income limit lets you apply; it does not guarantee a voucher. Applying to several agencies and keeping your contact details up to date are the two things that most improve your chances.

Frequently asked questions

What is a housing authority?

A public housing agency (PHA) is a local government body that receives HUD funding to run public housing, Section 8 Housing Choice Vouchers, or both. You apply at your local housing authority, not at HUD.

How do I find my local housing authority?

Search your city, county or ZIP code at the top of this page, or open your state below. Every agency appears with the phone number and address it reports to HUD.

Can I apply to more than one housing authority?

Yes. You can be on several waiting lists at the same time, in your area or in other cities and states. It is the best way to shorten the wait.

Can I apply for Section 8 online?

Many agencies take pre-applications online while their waiting list is open; others use paper forms. Call the agency to ask how and when it accepts applications.

How long is the Section 8 waiting list?

From a few months in some small agencies to several years in large cities. Ask each agency how many applicants are ahead of you.

What is the income limit for Section 8?

Usually 50% of the area median income for your household size. It changes by county: check yours.

What is the difference between Section 8 and public housing?

With Section 8 you rent from a private landlord and the voucher pays part of the rent; public housing is an apartment owned by the housing authority. Compare both.

How much rent will I pay with Section 8?

About 30% of your adjusted monthly income, plus any amount above the agency's payment standard. See an example.

Can I move to another state with my voucher?

Yes, through portability, as long as a housing authority runs vouchers in the new area. How it works.

Does it cost money to apply?

Housing authorities generally do not charge to apply, and application fees are not allowed in public housing. Be wary of websites that ask for payment.

Is the waiting list open now?

Each agency opens and closes its list on its own dates, often for a few days. Only the agency can confirm it: call the number on its page.

Is this an official HUD website?

No. We are an independent directory built from HUD's public data. We do not take applications or ask for personal information.
